Tourism Development of Luofu Mountain
Since the 1980s, the county’s party and government leaders have attached great importance to the development and construction of Luofu Mountain. From 1980 to 1985, the Boluo County Government and Zengcheng County (now Zengcheng City) Government jointly surveyed the disputed boundary site of the two counties in Daogutian area at the foot of Luofu Mountain. Since 1986, the county government has successively hired professors from the Chinese Academy of Sciences and Tongji University to form an expert group to conduct field investigations and repeated demonstrations on Luofu Mountain, discuss and compile the “Luofu Mountain Scenic Area Master Plan”, and divide the entire mountain into 7 scenic areas. Among them, there are 4 core scenic areas: Zhumingdong Scenic Area, Huanglong (including Huashoutai) Scenic Area, Feiyunding Scenic Area and Su Lao Scenic Area; 3 peripheral scenic areas (marginal scenic areas): Xiangang Scenic Area, Henghe Scenic Area and Lianhe Scenic Area. And according to the scope of 260 square kilometers, the boundary is marked and monuments are erected, archives are established, and management is strengthened; at the same time, the peripheral protection zone is determined, and the national laws and regulations on the protection of scenic spots are strictly implemented.
*** The development and utilization of Luofu Mountain adopts the steps of restoration, opening and construction at the same time. In 1985, with the funding of the county government and the sponsorship of Hong Kong Taoist groups, especially Yuanxuan College, Chongxu Temple, which was listed as one of the national key Taoist activity bases by the State Council and once served as the headquarters of the Dongjiang Column, was renovated, and the Jiutian Temple and Zhumingdong scenic spots were successively restored.
Huashoutai (Temple), one of the Luofu Zen Forests, which was built in the Tang Dynasty, was once the logistics department of the Dongjiang Column. It was destroyed in 1958. In the early 1980s, foreign investment was introduced, and Hong Kong compatriots such as Guan Yaochang invested in the construction of the mountain road and rebuilt it on the abandoned land without tiles. By 1990, a three-story-high sea-viewing Guanyin sculpture had been built on the site of the original bell tower in front of the temple, next to the stone inscriptions “One Mountain in Lingnan” and “Hearing the Bell and Sending the Province”. The original bell tower no longer exists; the front building built by the Zen Master Kongyin (Daodu) who revived Huashoutai in the late Ming Dynasty and the door couplet inscribed “One Gate Deep into the Luofu Road, Five Hundred Times Climbing Huashoutai” have disappeared; the statues of Sakyamuni in the center of the newly built main hall and the statues of the Eighteen Arhats on both sides have been completed, but have not yet been gilded; the project of sculpting the golden bodies of the Five Hundred Arhats in the back of the temple has not started; the characteristic landscape of the “Flying Dragon Fountain” inlaid on the left wall of the original main hall has also disappeared. It is gratifying that the area around the platform is dotted with strange rocks and cliffs, deep streams and waterfalls, and many cliff carvings such as “flying clouds and splashing snow”, which still retain their original beauty.
In the late 1980s, Hong Kong Qingsong Temple decided to spend a huge amount of money to build a new building complex with the Three Masters Hall and the Three Pure Ones Hall as the main body on the site of the former Southern Han Tianhua Palace in Huanglong Cave and the site of the Huanglong Temple built in the Qing Dynasty (razed to the ground during the “Cultural Revolution”). The planned construction area is 3 to 4 times that of Chongxu Temple (building area of more than 4,400 square meters). This project broke ground in 1989. The mountain cable car ropeway from the entrance of Qingxia Cave to Yunfeng Rock (Toad Peak) is under construction with an investment of tens of millions of yuan. Feiyunding Scenic Area has been gradually restored and newly built, the Pure Land Garden of Chaoyuan Cave is under construction, and the Su Lao Temple, the “deepest part of Luofu”, has also been included in the schedule for restoration and expansion. The pollution prevention and control and ecological environment protection work of the whole mountain has been initially included in the regular and institutionalized track. The principle of “strict protection, reasonable development, and sustainable use” in the construction of Luofu Mountain is being implemented in an orderly manner. Luofu Mountain, a provincial scenic spot with beautiful scenery of South Asian tropical plant communities and unique natural scenery, as well as rich cultural relics and cultural connotations, is adding color to the land of South Guangdong with the attitude of a high-standard, high-end and high-level tourist and leisure resort.
Regulations of Luofu Mountain Scenic Area, Huizhou City
Chapter 1 General Provisions Article 1 These Regulations are formulated in accordance with the Regulations on Scenic Spots and other relevant laws and regulations and in light of the actual situation of the city in order to strengthen the management of the Luofu Mountain Scenic Spot and effectively protect and rationally utilize the scenic spot resources. Article 2 These Regulations apply to the planning, construction, protection, utilization and management of the Luofu Mountain Scenic Spot and its peripheral protection zone.
The scope of Luofu Mountain Scenic Area and its peripheral protection zone is determined in accordance with the “Luofu Mountain Scenic Area Master Plan” approved by the State Council and announced to the public by the People’s Government of Boluo County.
The protection and management of the Guangdong Luofu Mountain Provincial Nature Reserve shall be implemented in accordance with the relevant laws and regulations. Article 3 The Municipal People’s Government and the Boluo County People’s Government shall include the protection and management of the Luofu Mountain Scenic Area in the national economic and social development plan, include the protection and management funds in the fiscal budget, and regularly conduct supervision, inspection and evaluation of the protection and management of the scenic area, and report to the Standing Committee of the People’s Congress at the same level.
The people’s governments of Changning Town, Futian Town, Huzhen Town and Henghe Town in Boluo County within the outer protection zone of Luofu Mountain Scenic Area shall cooperate with the scenic area management agency and relevant competent departments to do a good job in the protection and management of the scenic area. Article 4 The Luofu Mountain Scenic Area Management Agency is responsible for the protection, utilization and unified management of the scenic area and performs the following duties:
(1) Publicizing and implementing relevant laws, regulations and policies;
(2) Organizing and implementing the planning of scenic spots and historic sites;
(3) Protecting scenic spots and their ecological environment, and organizing the rational development and utilization of scenic spots and their ecological environment;
(iv) To construct, maintain and manage infrastructure and public service facilities in scenic spots and improve tourist service conditions;
(5) To manage or coordinate with relevant competent departments in supervising and managing development and construction, environmental protection, forestry and forestry administration, gardening and greening, environmental sanitation, protection of cultural relics and water resources, production safety, transportation, tourism, ethnic and religious affairs, food and drug safety, etc. within scenic spots and historic sites;
(6) Submitting annual reports on the implementation of scenic area planning and resource protection to the Municipal People’s Government and the Boluo County People’s Government;
(VII) Other duties prescribed by laws and regulations and assigned by the Municipal People’s Government and the Boluo County People’s Government in accordance with the law.
The units and individuals in Luofu Mountain Scenic Area shall obey the unified management of the scenic area by the scenic area management agency. Article 5 The municipal people’s government and Boluo County people’s government’s urban and rural planning and construction, development and reform, land and resources, forestry, tourism, religion, environmental protection, water affairs, market supervision, transportation, public security, fire protection, civil affairs, finance, culture and other competent departments shall be responsible for the relevant supervision and management of Luofu Mountain Scenic Area in accordance with the division of responsibilities.
The Municipal People’s Government shall establish a coordination mechanism to comprehensively coordinate major issues and problems in the protection and management of the Luofu Mountain Scenic Area. Article 6 The village committees and residents’ committees within the Luofu Mountain Scenic Area and its peripheral protection zone shall assist and cooperate with the government and the Luofu Mountain Scenic Area Management Agency in the protection and management of the scenic area.
The administrative agency of Luofu Mountain Scenic Area and the relevant town people’s governments shall guide the villagers’ committee and residents’ committee to organize the formulation of village rules and regulations and residents’ conventions for the protection of the scenic area, and encourage villagers and residents to actively participate in the protection of the scenic area. Chapter II Planning Article 7 The Boluo County People’s Government and the administrative agency of Luofu Mountain Scenic Area shall, under the organization and guidance of the housing and urban-rural construction department of the provincial people’s government, formulate or modify the overall plan and detailed plan of the scenic area according to the actual protection and management of Luofu Mountain Scenic Area, and submit them for approval in accordance with the law.
Before the Municipal People’s Government and the People’s Government of Boluo County submit the master plan of Luofu Mountain Scenic Area or its amendment plan to the higher-level People’s Government for approval, it shall be reviewed by the Standing Committee of the People’s Congress at the same level, and the review opinions of the members of the Standing Committee shall be submitted to the People’s Government at the same level for research and handling. Article 8 The master plan of Luofu Mountain Scenic Area shall highlight the characteristics of Luofu Mountain as a famous mountain in Lingnan, a Taoist holy land, a natural oxygen bar and a health resort, highlight the characteristics of strange peaks, ancient views, waterfalls, flying clouds and caves, and reflect the connotation of Luofu Mountain that combines the aesthetic value of scenery, historical and cultural value, health and wellness value and biodiversity protection value in one mountain. Article 9 The core scenic areas, important scenic areas, important protection areas and other areas that need to be strictly protected as determined in the master plan of Luofu Mountain Scenic Area, the main entrance areas, relatively concentrated areas of tourist service facilities, residential areas and other areas involving more construction activities shall be subject to detailed planning. Without the approval of the detailed planning of the scenic area, various construction activities shall not be carried out.
The detailed planning of residential construction in Luofu Mountain Scenic Spot should highlight the characteristics of the scenic environment, coordinate with the natural landscape, and determine the scope, scale and standards of residential construction land according to the actual needs of the resident population, tourism service facilities and land conditions, in accordance with the principle of appropriate quantity and appropriate construction. Article 10 When compiling urban and town plans, if the planning scope overlaps or overlaps with Luofu Mountain Scenic Spot, the protection requirements of the overall planning of the scenic spot shall be incorporated into the urban and town plans.
When compiling village planning, if the planning scope overlaps or coincides with a scenic spot, it shall comply with the overall plan of the scenic spot.

“Xiaojian Mountain!” Following the exclamation of my companions, I looked up. On the high mountaintop, a cluster of red buildings stood tall amidst the green. From a distance, they looked like two burning red candles piercing the sky.
There was no rain on the mountain road, but the green air wet our clothes. The green pines and trees escorted us all the way to the mountain gate and to the top of the mountain.
Although the temple is small, it has many courtyards. There are many Buddha Light Pavilion, Jade Emperor Hall, Thousand Buddha Pavilion, Guandi Temple. It is said that the gods here are very effective and will respond to any prayer. Worship devoutly and pray for peace and prosperity in the country and that the epidemic will soon be far away from the world.
The infinite scenery is on the dangerous peaks. When you climb to the top, you can see thousands of ravines, smoky villages and foggy trees. Women who love beauty always want to immerse themselves in the beautiful scenery, and also want to bring the men around them.
The way down the mountain was relatively easy. The beauties took pictures while walking. Back at the parking lot, Brother Gang had already prepared tea for us in the pavilion. After lunch, we returned to the farmhouse in Zhongsi Village that Master Lu had contacted for us to recharge our batteries. At 3 pm, we set off to explore Xicheng Mountain. After getting off the bus, a gust of “sad wind and bitter rain” forced us to go back. Please forgive me for using such a depressing word in such a beautiful scene. We racked our brains and thought hard to write poems and essays for the beautiful scenery of Xicheng Mountain, but we didn’t know that its legend itself is a sad and beautiful poem. This sad wind and bitter rain is just a small preface to the poem.
The rain was falling non-stop, and the staff advised us to go home because the weather was bad. Some people backed out. The brave ones wrapped their clothes tightly, tied their hats, held up umbrellas and walked forward in the rain. We split into two groups, one walking on the main road and the other climbing the new wooden ladder on the right side of the road. Together, we climbed up to Shengwangping. Shengwangping is said to be the holy place where Shang Tang prayed for rain.
Beautiful wolfsbane
Standing on the square and looking far into the distance, the green grass is lush and green, and white, yellow, pink… named and unnamed flowers are dotted in between. That is the brocade woven by the seven fairies. The wooden ladder that we ignored under the square is gleaming in the drizzle, leading all the way to the sky. Teacher Yan, who was traveling with us, is a fashionable and talented woman who is quite knowledgeable about plants. She pointed to the wolfsbane and told us her sad story.
“The scientific name of wolfsbane is Rouge Flower, which is made from the tears of the empress. So there is a legend that wolfsbane cannot grow in Ping.” Teacher Yan told me. “Is the legend true?” I asked impatiently. Teacher Yan said that she transplanted wolfsbane to her home, but she couldn’t keep it alive. Our visit today may have aroused her feelings again, so she couldn’t help sobbing.
